The second measurement is latency, or "ping" as it's often referred toin reference to the sound made by a sonar pulse. Latency is the amount of time (in milliseconds)  it takes for a packet of data to travel from your computer to the server it's communicating with, and then back to your computer again.  This round-trip time determines how responsive a service feels. Services like Remote Desktop, Video Conferencing, and online gaming all require low latency to "feel" good.
