GAMS
The General Algebraic Modeling System (GAMS) is a high-level modeling system for mathematical optimization. GAMS is designed for modeling and solving linear, nonlinear, and mixed-integer optimization problems. The system is tailored for complex, large-scale modeling applications and allows the user to build large maintainable models that can be adapted to new situations.
GNU Octave
GNU Octave is software featuring a High-level programming language, primarily intended for numerical computations. Octave helps in solving linear and nonlinear problems numerically, and for performing other numerical experiments using a language that is mostly compatible with MATLAB. It may also be used as a batch-oriented language. Since it is part of the GNU Project, it is free software under the terms of the GNU General Public License.

The Gurobi Optimizer is a commercial optimization solver for linear programming (LP), quadratic programming (QP), quadratically constrained programming (QCP), mixed integer linear programming (MILP), mixed-integer quadratic programming (MIQP), and mixed-integer quadratically constrained programming (MIQCP).
